Identifying
the problem
It
is clear that the public as a whole is deeply misinformed
as to what is taking place in the foster care system as
it relates to the breakdown and breaking up of families
in communities of color especially in low-risk cases.
Nether the media nor the general public seems to be conscious
of the depth of the devastating effect on children and
families when a child is removed from his home, community
or school for what in far too many cases are simply allegations
and or accusations of neglect. The results of those actions
and the slow turning wheels of the family courts and child
protective system causes, in many cases a negative an
irreversible effect on the children they are mandated
to protect, according to top psychologist across the country,
It is also clear that there are not enough community-based
services available in the communities where they are most
needed and not good referral systems in place to help
guide parents to the ones that are available. The above
information revealed a vacuum in the process and prompted
me to put together a program for informing the public
and others on this issue, where by creating a platform
from which a demand for change can be staged and endorsed.
The most effective way of doing this is through educating
the public and the media. This is where ORRCF enters.
